Why not fix the problem?

If not, I'd advise black tape as it's easily removed. As for emisions testing, your car does NOT have an OBDII connector so they won't be checking it for fault codes as they won't know how. In this state, the use a scan tool for '95 on up cars.
They will use the old sniffer method so if it's not running within specs, you'll fail the test.
