I had the same problem (no floor heat) with my 95 854T, which I just bought. The Dealer replaced the unit--the cost was $1,150, but they picked it up.

The dual temp dials in this car are still bothersome to me--regardless of how the dials are set, the heat is full on (drying out my eyeballs) or full off (chlling my toes). Is this a common problem?
