there is a screw in a hose (what the hell) 850 1996

That is a vacume line that someone disconnected and plugged on both ends in order to pass emmission tests and get the check engine light to go out. Check your engine carefully and you will find a similar plugged connection somewhere on the engine. Get a diagram of the vacume lines (it should be located in the engine compartment near the radiator overflow or the hood latch) if not, get the manual to see the vacume routing or take it to a dealer of indy mech and they will tell you exactly where it goes.

But, be prepared to do extensive emission repairs in order to correct this problem once you reconnect the line.

most smog inspection stations will not look closely enough to see this vacume line and therefore, you will pass inspection. On other cars the lines are obvious and even though the car passes emission test, it won't pass inspection because the line is blocked.
