That's a seemingly strange story as I can't imagine why anyone would intentionally or even accidentally cut a wiring harness while replacing a valve body. We've also seen/done that repair and the valve body in itself cured the problem just as that TSB said it would.
At least your car is now (hopefully) fixed, one way or another.
