I had this problem just a couple of weeks ago on my '98 S70. I disconnected the pump hose from the injection valve (near the firewall) to see if the valve was stuck open. No exhaust was coming out so I assumed the valve was ok. No air was coming from the blower on cold start, so I guessed my pump was shot. I pulled it and hooked it directly to a battery, and it ran fine. You could probably do this check without pulling the pump, but it's easy to get out anyway. It appears that the system will not attempt to run the pump once a 410 failure is detected. Anyway, long story short- I found the vacuum connector on the injection valve had a hole in it. I bought an assorted pack of 90 degree connectors from AutoZone for $2.99, put one on, reset the CEL, and passed emissions inspection. No trouble since. From what I have read, I was lucky since my repair cost $3.00 instead of $400-$500. Hope yours turns out the same way.
