There are a lot of VADIS DVD for sale on ebay all original ones that come from retired or bankrupcy Volvo dealers. They pay for the VADIS upgrade (7100US$ a year) but not for one "fixed" VADIS version so that they can sell them afterwards. This is what I've been told but I'm not in that business.
