bulb out warning light going on 850

ok, sorry for the lack of info. here's the situation. the "bulb out" light comes on in the car when the brake pedal is pressed. all brake lights come on when the pedal is pressed. the three times he replaced theb ulbs he got them from volvo, and the problem went away the first time, then replaced them again, and it went away, and now he's on the 3rd set, and the light is coming on again. this happens when all the lights are off, when the parking lights are on, and when the headlights are on, rain or shine.
this is for a 1996 850 glt 5 cyl, n/a.
i do no know if he has an LED strip, or a bulb third brk light.
