Do you mean the daylight running lights (DRLs)? In the U.S. market
the light switch can be converted to a conventional switch that turns
the lights completly off. There is a small slotted screw on the front
of the lighht switch. Push it in and rotate to change the light switch
function. Details are in the owners manual.

Other countries that require DRLs by law do not have the little switch.
