The Winter Package and the TRACS system were separate options. The winter package included heated seats and headlamp washer/wipers. The TRACS system is simply an electronics function within the ABS system, and most people report that it is not very effective - that is, it is nothing like the more recent anti-skid dynamic control systems that the newest cars have.
