To adjust the waste-gate arm do like the IPD instructions say. I used a length of 1/4" tubing with a plastic Tee fitting in the middle and off that Tee I connected a fuel pressure gauge (PepBoys) a syringe (PepBoys) and the remaining end went to the fitting on the waste-gate diaphram module itself, where the hose is connected normally. The syringe they sell at PepBoys is big enough to push 10 psi or more into the tubing. Do like the article says and use 7-9 psi of pressure to adjust the waste-gate arm to the closed position. Over about 10 psi and you will get a check engine light after a few runs. Its very easy to do. I think the IPD article had some pictures in it. Just make sure the waste-gate is closed when you're doing the adjustment and that the rod end slides over the pin cleanly, that's about it.
