850 idle speed 850 1996

The idle is not erratic. The car runs perfectly at 140K miles.
Another person suggested the a/c is on via the defroster.
Maybe, but the idle is always at 1000 rpm and never is lower.
Maybe the switch that tells the computer that the A/C is on is stuck in the on position?
Any idea where that sensor or switch is located?
