There is no law in Canada that requires the use of daytime running lights. As of 1990, the federal government passed a law that all new cars sold must have DRLs, however there is NO law that requires you to use them. On my 850, I modified the switch if I want to turn them off. I wrote an article about the very subject including quotes from the Ministry of Transportation, Ontario.
