If your '99 has a pump, then the pump is in the area under the battery tray.
It's by itself and not in a box, If you have it, there is a 1 1/2 to 2 inch hose that goes from the air filter box downwards under the battery to attach to the air pump. Follow this in let hose and you'll find it.

The outlet hose from the pump goes to the SAS valve that's behind the engine close to the firewall.
