Was doing the exact same thing yesterday - I see the same thing you do, and it's normal.

Except... my middle brake light bulb it out. Good thing you asked the question, because I was about to take the car for state inspection without checking the brake lights.

Funny thing about the fog lights. Before I owned Volvo, I remember wondering why so many Volvos and Saabs have malfunctioning brake lights, and only on one side. I thought it was a common electrical problem on Volvos and Saabs.
