Vacuum leak most likely. Also, to my knowledge, a 1993 engine can only be replaced by a 1993 engine, unless the harness and a few other parts are also changed. I'm assuming your mechanic got a 1993 engine. Further, whenever we put a motor in a car, it gets new plugs, new seals, new timing belt, etc. If the OBD doesn't work, something isn't hooked up. You're gonna have to start checking all your connectors, vacuum lines, etc. Particularly at the TP sensor and the idle air motor. They sit right there in the same vicinity, and if memory serves me, I think they have the same style connector, maybe they were swapped. (I'm having brain fade after 14 hours of playing Volvo.)
