Sounds like you ran out of gas. Do the fuel pump(s) work? How much gas is in the tank? The high pitched whine you hear, is that when the switch is turned to II or only when the starter is engaged? You obviously have a manual tranny. Have someone turn the key to pos II while you have your ear to the gas filler door and listen for the in tank pump.
The test valve for the fuel line will only spurt out a little if the ignition is off.
