I cannot find the valve stem in your wheel pics.

Do these spots line up with the valve stem location?

My theory, these marks were made by the tool that makes the valve stem hole in the wheel, the machine malfunctioned, but stopped drilling immediately after it realized that the drill was not deep enough to be in the correct location.
