There is no risk of triggering the airbag when removing or working around the seat. I'm surprised that you think it's the heating element. The archives will show that it usually is the connecting wire that breaks under the seat. Check that first. Then check the thermostat for failure. If both those seem OK, then yes, it's the heating element. To be honest, I had the same failure years ago and it was the heating element. When the shop removed it, it was all black and burned out! It was amazing the seat didn't catch on fire!
