Actually, I've paid similar fees many times here in Texas (Houston). I've never taken my car to dealers, but to independent shops. Its just another way for the shops to make additional revenue without raising the hourly rate and on jobs like the serpentine belt change are totally bogus. I would recommend trying to negotiate it ahead of time for a job that doesn't take alot of shop materials. There's always someone down the road who needs the business more.
