The engine has to have air to rev higher. I would look at the idle control motor. It could be getting a bad signal from the the ECU. The ECU might be getting a funky input from the TPS. Check the tube from the idle motor (IAC) to the manifold. If it gets away and you need to get home, try unplugging the TPS or the Idle control. With either one out of the circuit, it will probably shut off when coming to stop. Good Luck
