I assume you are NOT using the built in MPG meter in the dash. This device is sort of inaccurate, you're best off dividing miles between fill ups by gallons used.
Coolant temp will greatly affect a/f ratio. Make sure the ecu is seeing appropriate temps. Also make sure the fuel pressure regulator's diaphraghm isn't perforated and leaking gas into the vacuum hose attached to it. A bad MAF will also greatly affect A/f ratio, but if it was way off, the engine may not even run.
DOes the engine run rough at all? If so, try disconnecting the coolant temp sensor withthe engine running to see if it smoothes out.
FYI I just drove my 850 turbo from LA to Phoenix and back, loaded with 3 adults 2 kids and luggage and got about 22 MPG.
