The real fix to this is none of the above.
How mechanically inclined are you?
Turn the wiper on and stop it at the position that it comes off of the windshield. Move the wiper arm up off of the window like when you wash the car. Look at the wiper arm were it hinges back in this position, were the now upraised arm touchs the base part of the arm that is bolted to the car. This is where the problem is, get a drill motor and a burr, or by hand, file down this base part of the arm. As you file this down( due both sides of the base evenly!)you will slowly see the wiper arm lowering to touch the window when you place it back in its down position.
Be patient, if you are doing this by hand filing it will take awhile, you will have to file down the as much metal as the distance the wiper sits off of the window. I have done this on all three of my cars. You can bend the wiper arm but that is just fixing the symptom not the problem.
