-20F...Cart started Fine....no Turbo

I have a 1995 855T. Today is the first time I have driven it in below zero temperatures.

I let the car warm up fully before driving it, but I noticed that the turbo whould not boost and the car would not rev above 3500 RPM. I thought that it might be in limp home mode but I got the car up to 70 MPH on the highway.

There is no oil leaking and the car seems to be running fine otherwise.

Is this related to the extremely cold weather, or do I have a bigger problem?
