Are you getting any lights flashing on your ECC A/C control panel? That's the signal that there's error codes stored. If you're trying to heat the cabin I would make sure I'm in the Recirculate mode on the ECC panel, set the switch to the Recirc side, the little LED light should be ON. Turn the A/C switch OFF. There is no heating valve in the hot water plumbing so you should get a constant flow of heated radiator water going through the hot water supply heater hoses there on the driver's side of the firewall in the engine bay. Feel the hoses and make sure both are pretty warm to the hand when the motor is running and warmed up. If either one is cool there could be a blockage of some type in the plumbing. That's a simple test. Everything else is more work. If you want to order the Volvo service manual for the Heating and A/C system the book part number is TP 31861/2 and it has full description and teardown of the system. The next thing to look at is the damper door actuator arms, there's one on each side of the air box (ie driver's side and passenger side controlability....). The cheaper manual box is a lot more reliable but isn't as big a selling point when you're out test driving the car with the salesman that likes to point out all the neat features of your prospective new car... You'll need to remove the center console and it's side panels to get access to the actuator arms. You may be able to see them with a mirror and flashlight but its hard unless you know what you're looking for. When you can see them start the car and move the temperature selector knob from warm to cold and see if the arms move. If they move (probably not...) then you don't need to go any farther. If they don't move you need to most likely replace either the recirculation motors that drive them or the ECC itself (not cheap...). If your email is available I'll send you the troubleshooting guide for a '95. Your '96 is the same except it doesn't offer you the DTC boxes under the hood that make it easy to read trouble codes. Your '96 requires an scanner like the Tech2 or VST from Volvo to read the A/C codes. Maybe an indy shop in your area can read them for you if there are any and he has the right tools. Good luck.
