If it is blowing fuses, you have a short. Turn the rehostat down to off and turn the parking lights on. If the fuse is OK, then follow the wire to the dash, probably chafed. Check out dash removal on Volvospeed.com, if you need to go that far. I would suspect where the wires go over the steering column.
