4-1-8 Power unit has no control signal. Shorted wire in the ECC harness or bad pin in the plug. Has the ECC been removed lately? If the harness plugs are forced back together sometimes a pin is bent and breaks contact in the plug, or wire chaffing results in a short to ground. No fan speed at all? You can pull the plug off the fan and probably find no voltage to it. Just have to track it down with an a digital multimeter.
