Steering fluid trouble. S70

I drive 2000 S70 SGLT SE. Every few weeks I a hear noise when turning the wheels to a side. This coincides with the steering fluid container being almost empty. The problem goes away after I fill up the fluid tank. The cost of refills is about $3.00 per month. What should I do?
Is there a way to test the tank for cracks or do I possibly have a bigger problem? If so what could it be? Torn hose? Something worse? Much obliged for your input.
