It could be ok since you are measuring only the charging current to the battery. It should read a few amps after starting and slowly fall toward zero when the battery is charged.
If you move the current clamp to the thick red wire on the generator, you will measure the total generator current i.e. charging current plus all electric loads. The current will increase when you turn on lights, mirror heaters and so on. With everything on you will probably read 50 Amp or more...
If you have a volt-meter, check that the battery voltage rises to 13.6-14V when the engine is running. It should stay there also under load (but you may have to increase the rpm somewhat to manage full load). Then I would consider the generator as ok. If you see only 12V there is no charging..
