Most likely the emergency brake shoe. They have a tendency to delaminate and/or get sloppy. Do you use your parking brake regularly?, if not they are also prone to slight seizing.
Try taking the car out at @ 15 mph and slowly apply the parking brake about 1/4 of the way up - if the scrubbing noise becomes more pronounced, then you have your problem.
