E-brake / Parking brake cable replacement 850 1993

Cable isn't broken - when I pull handle it feels pretty much like normal but no movement at wheels. Was checked out at a Mavis (chain tire/brake/inspection shop) that I use and sort-of trust.

I may look for myself and try to adjust cable, but I wouldn't be surprised that it needs replacement. If so do you really have to remove the rear seat & carpet?
