The first surge of power is intentional...the system is designed to send a short burst of power to the fan and then based on electronic feedback it either is fine or shuts down followed by the flashing of the two lights for about 10-12 seconds to show that a fault was found. Have the dealer read the codes but my guess is that your blower motor is fried....maybe the resistor is an issue as well. Worse case, both combined would run about 600 at a dealer to have replaced. The codes stored in the OBDII will tell the tale. The blower motor probem is not uncommon on this vintage XC.
