keyless remote programming for 99 s70

99 and newer can ONLY be programmed by a dealer or indy shop with vadis and access to volvo software. A software package is downloaded to the car which enables the programming. The software runs about 30.00 and labor can go as high as 1 hour. Varies dealer to dealer.
