Dick,
It is normal for the AC to cycle often at idle with a cold engine, or when the cabin temp is at the desired temp. 22 to 45psi is the correct range for the pressure. If you increase the idle to 1500rpm, the cycling rate should slow down. The cycling keeps things from freezing up.
