Help blower motor 850 1997

On the 95 with manual c.c. the resistor pack is located on the fan housing to the left of the motor (exposed to moving air for cooling). There are 2 torx screws which you remove to access it.

The relay sounds - are they one or more of the recirculation or defrost flap motors operating?

Also did some water get in somewhere and corrode the connections - I had this and on cleaning everything the motor worked again.

Finally the top speed of the motor works without the resistor pack. If the motor does not work on ANY speed then either the motor and its connections are suspect or you have 2 defects. May be worth trying hooking the motor direct to a 12 volt source independent of all wiring in the car and see if it runs. That would serve as a double check on your continuity measurement.
