Even with a new secondary air pump control valve these air pumps have been known to collect water. I know first hand TWICE!!! Take a tip from someone who has been there and knows. Drain your pump, drill 1/8th inch sized holes on both sides of the lowest point of the air pump, and change your control valve. BTW, if you hear this noise any more often than when the car first starts up cold and for 2 or 3 minutes thereafter, it isn't the air pump....
I have a feeling that your noise is not this problem at all. You don't have a clogged up A/C evaporator drain line do you?
