Two items that come to mind. Try bipassing the thermal sensor on the compressor as this is the usual culprit and is not even used on newer cars. The second can be the air gap on the compressor clutch is too large and needs to be reduced. Also have heard the cabin air sensors by the grab handles above the doors can get blocked and need to be vacuumed or cleaned out.
