How do you program a keyless entry remote control? S70 1999

No problem!
:)
Unfortunately, you will have to go to the dealer for your remote. Tell them that it came with the car but quit working. You replaced the battery but it still doesn't work and you need it reprogrammed. Maybe they won't charge you an arm and a leg. I did this with my S70 remote I bought off of eBay and the dealer charged me $25. If you tell them you bought it on eBay or elsewhere, they will. Be aware that really the remote isn't programmed at all, but the car is programmed to fit the remotes, so you will need all the remotes you own (up to 3 can be programmed at once) taken into your dealer at the same time. They will program the car to each remote, right after one another. If you leave one remote at home, then after your car gets "hitched" with the new remote, you'll find that the remote you left at home doesn't work any more. I hope I made sense here. Just take all of your remotes in with you when you have the one you bought programmed.
Good luck, and...
Regards,
MIJ
