Just a wild ass guess but maybe someone screwed up the intermediate shaft timing and corrected for it by turning the distributor shaft by a tooth throwing off the range of adjustment.
Under this scenario the remedy would be to pull the timing belt cover and make sure the intermediate shaft is synchronized with the crankshaft and camshaft. If not correct that. Then, with the distributor right in the middle of the adjustment range, make sure that the distributor rotor is in the correct position when the crankshaft is at TDC for the #1 cylinder. If not pull it, turn the rotor to where it lines up with the index mark on the distributor body and reinstall.
