It is the correct procedure to replace the entire rack with inner ball joints(tie rods) if the inner ball joints are worn. A few reasons why you should do this, and not because Volvo wants to soak you more $ for everything.
So may bricksters want to 1/2 **s this job, when it is not only a good measure to replace the whold thing, since all the components wear at the same rate, it really is cost effective. How will you feel when you replace the inner ball joints after 200k miles of a original rack on the car, and 40-50k mi later you need to replace the rack anyway? Racks are not sold without new inner ball joints. You just wasted $150.
A re-conditioned rack is $238 from Swedish Engineering, complete with new inner ball joints.
This is especially true for the later rack with the inner ball joints that are fitted with ends without flats for putting on a spanner wrench. The ends are installled and torqued while the rack is held in a vise while off the car. This can't be done properly while the rack is in the car, and an older rack can be easilly damaged if the shaft isn't held securely while removing or replacing the ball socket to prevent any rotation of the shaft. If you have to remove it, you might as well replace it, and a complete rack R&R job takes 1/2 the time as the inner ball R&R.
