One thing no one has mentioned yet is the B23E came with the 405 head in '81 and '82. The c/r was 10:1 but a 398 or 160 head on a B23E bottom end should yield 10.3:1 as the 405 has a slightly larger combustion chamber. The 405 is the better flowing head and is also partially to credit for the lofty hp output of the B23E. I've pulled a ton of 405 heads to ship to the US and many of the bottom ends were in excellent shape, just to back up what Rhys said about durability.
I'm pretty sure the Canadian B23E and the US B23F had the same bottom end. Perhaps it was the B23F with an automatic only as they had a 10.3:1 c/r. The difference was the head/cam combination and, obviously, the K-jet as the B23F was LH...
