In the past month ,Iev have 2 flat tires on the same rim left front.It looks like the hub cap is has spin and torned the valve stem.Has any body seen this before?

Yep, I have the same thing on a 1984 244DL. The "Beauty Ring" would walk around the steel wheel, and cut into the valve stem.

After bending the tabs that hold the ring to the wheel, I installed the ring so that the valve stem was a little bent the opposite way.

Finally I had the tire shop install metal stems. End of problem.

Maybe the spring ring retainer thing on hubcap has gone bad.

Hubcaps are cheap at the boneyard.
Steelie rims too.

Or maybe the shop did a bad job putting in the valve??

Compare your hubcps back sides to each other, look for differences.

I won't make any other remarks about comparing backsides.
That would be crude and not politically correct.
