When you push the button on the outside of the tailgate, does the button "pop" back to the normal position? There is a torsion spring on the inside of the latch that returns the button. If it breaks, then you have to manually pull the button back after openening the tailgate. When the button doesn't return, the latch can't unlock. Your problem may be completely different...but fixing the spring worked on mine.
