You should have a separate fuse for the intank pump. You can remove the gas cap, and with the engine running, pull the fuse. You should hear the pump running, then not running. If its working, suspect the short hose in the tank connected to the prepump. Normally not a problem unless less than 1/3 of a tank. Intank/main pump troubleshooting is covered in the FAQs..
