It sounds like the switch. It is supposed to select which section of resitor is being fed then on high feeds the motor directly. The climate control cars are all solid state, and I don't remember seeing a relay (it would almost have to be multiples) in the circuit on mine when I converted it over to manual operation.

Have you checked the wiring schematics for the 740/940 models? It should show everything in the circuit.
