check fuses.
clean fuse box w/ wire brush (disconnect battery).
pinch fuse contacts for tighter grip on fuses.
apply dielectric grease to fuse holders
install new fuses.
if that does not work you'll need to remove the instrument cluster in order to get at the bulbs.
when you turn the switch, head lights work?
if the h. lights work then I would inspect the bulbs in the cluster.
i have removed the felt panel under the drivers bolster and wriggled my hands up behind the cluster (small hands) to remove the bulbs in question -without removing the cluster.
if bulbs are fine, then I would suspect a ground (-).
