Sounds wrong. 71°C = 160°F. 160F is a t-stat temp that is available. Some try it on modified cars that are running hot, but it rarely works (too cold, doesn't get up to temp, use more gas, dilute the oil with gas, more ring wear, etc.)

Don't install it if you suspect it to be a 160°F t-stat.
