I guess rack or pump failure is a possibility - but have her check the pulley operation as below.
It's possible that the AC compressor + clutch siezed, which would stop the power steering belt from turning. It happens now and then on these cars.
Your daughter can check if the pulley to the power steering pump is rotating with a bit of phone coaching from you. Engine should be running to check this.
AC belt is driven off the crank pulley, the lowest pulley on engine front. AC compressor has a double pulley; the second one runs the power steering pump just above the AC compressor. The double pulley rotates always; the AC only works when the AC clutch engages the compressor that's behind the double pulley.
If the AC compressor has siezed and so disabled the power steering, there are a couple ways to bypass the AC to restore power steering.
