Yeah, that's an important note:
If the turnbuckle arrangement in the linkage is too tight, it can hold the throttle open just a bit too. I've encountered this before. The top pulley, throttle cable, and linkage all should go just slightly slack when the throttle is released. That ensures the throttle plate is fully closed and the TPS can then work correctly.
