My guess is that someone pulled the wires for pump and heater fan from their terminals on the fuse block - and reconnected them swapped, or at least not on their correct terminals.
Correct fuse block terminals for heater fan will run the fan with key in position I, aka "accessory" position. If I recall correctly. (as long as you switch the fan on)
Correct fuse block terminals for pump will only power the pumps when ignition is on. Also limited by the fuel pump relay and computer - at least on the later versions of 240.
If swapped the pump would run excessively - especially if you leave key in Position I to listen to the radio or whatever. Will flood the engine etc. etc.
Or maybe as someone else suggested, you have bare wires someplace that are rerouting the power, sending it to pumps when not intended.
