I waited to reply so that I could compare your paper test results with mine (grin). I had never used a piece of paper and it did not sound right that it should oscillate like yo describe.

However, when using paper I find that mine acts just like what you report. My 91 745Ti has 220,000 miles on it. When I use just my fingers I feel what seems like a constant vacuum situation (although it is only a slight vacuum).

So I am still thinking that it is your cap or seal that needs attention.
